THE NEW FACE OF PRIVATIZATION IN EDUCATION: MAPPING THE ADVANCE OF UNRESTRICTED OUTSOURCING IN THE EDUCATION BUDGET IN THE MUNICIPAL PUBLIC NETWORKS OF MATO GROSSO

The research entitled "The new face of privatization in education: mapping the advance of unrestricted outsourcing in the education budget of municipal public networks in Mato Grosso" aims to map the processes of unrestricted outsourcing in basic education in the municipal networks of the state from 2018 to 2021, justifying its elaboration based on the finding of the absence of research addressing unrestricted outsourcing of jobs as a new or deepened dimension of privatization in education. Having the general objective as starting points, we present as developments of this, the specific objectives of the research: a) to perform a critical analysis of existing research to establish an updated overview of privatization in education and outsourcing of educational personnel; b) To understand and establish a more precise definition for unrestricted outsourcing of jobs in the educational sector, applied in this research; c) To map, in detail, the contracts that, according to the previously established definition, are characterized as unrestricted outsourcing of jobs in the municipal public education networks of the municipalities of Mato Grosso, from 2018 to 2021. In this path, the research aims to answer the following question: How does the advancement of privatizations in the budgets of municipal public education networks materialize through unrestricted outsourcing? To answer this question and achieve the proposed objective, the research is based on primary data obtained from reports issued by the Information System on Public Education Budgets (SIOPE), maintained by the National Fund for the Development of Education (FNDE), and elaborated from data sent by municipalities. The research also consulted the Transparency Portals maintained by the respective federated entities to identify the breakdown of resources allocated by municipal governments to private companies. Through the Accounting Manuals applied to public administration, the research presents the main information regarding expense elements that characterize personnel outsourcing processes. The methodology adopted to develop the discussion of the systematized data in the research is qualitative, with the adoption of numerical elements as a resource. In addition, the research uses the dialectical categories - totality and contradiction - presented by Cury (1986) for data analysis. Based on the collected, analyzed, and discussed data, we conclude that subnational entities have been using various mechanisms to conceal the processes of unrestricted outsourcing of jobs, including teaching positions. This practice, which avoids exposing the precariousness and precarity of work and its woes, imposed on work in contemporary society, with the deregulation of rights and outsourcing, as will be observed throughout this study.
