Political Conciliation Manual for the River Basin Committee.

The Political Conciliation Manual aims to guide members of river basin committees on the conciliation procedure related to water resources, considering that the conflict can address economic, social, cultural and environmental issues. The methodology adopted is bibliographic and documentary research in the bibliographic collection on the National Water Agency website, consultation of legislation and reading of the minutes of the river basin committees in the State of Mato Grosso. Reading the minutes brought important information regarding issues of sanitation, land use and occupation, lack of manifestation by committees in the granting processes, hydroelectric power plant installations, among others. Issues that can be reconciled by the committee, as it is part of the basic guidelines of the state water resources policy and the competences of CEHIDRO, committees as authorized by articles 4; art. 28, VII, art. 30, II and III all of State Law 11,088/2020. Based on this information, there is a need to recognize the committees as an institution responsible for water management in their basin, ensuring that decisions are taken with the participation and responsibility of everyone (SDG 16), implementing integrated water management water resources (SDG 6), considering that water resource management must be decentralized and involve the participation of different entities in the river basin.
