WATER DIAGNOSIS OF THE ALTO RIO DAS MORTES RIVER BASIN – MT: A THEORETICAL AND METHODOLOGICAL CONTRIBUTION TO PARTICIPATIVE ENVIRONMENTAL MANAGEMENT

The analysis of watersheds is of fundamental importance, as water is an essential natural resource for all species on the planet. In this way, in Brazil, Federal Law nº 9.433/97 is instituted, which characterizes the Hydrographic Basin as a “planning, management and conservation unit”. In this perspective, we question “What are the impacts in relation to the water resources of the Alto Rio das Mortes watershed? Therefore, the objective is to carry out a water diagnosis of the Alto Rio das Mortes Basin - MT, with a qualitative - quantitative approach capable of providing information to participatory environmental management. The data for the water diagnosis come from bibliographies of the SCIELO platforms, CAPES journals, Google Scholar, UNEMAT – Repository, database of the websites of the institutions SEMA MT, ANA, IBGE and INPE. The tabulation and analysis of the data is through the application of the conceptual structure DPSIR (Driving Forces, Pressures, State, Impact, Responses). The results of the water diagnosis of the DPSIR structure, present "Driving Forces" capable of pressing the main river of the hydrographic basin of Alto Rio das Mortes-MT, impacting both its water quality and its scenic quality. Thus, the work tends to contribute to the theoretical and methodological framework for participatory environmental management in the Alto Rio das Mortes Watershed-MT, and to establish mitigating propositions for its water status; as well as a contribution to the National Water Resources Plan (2022-2040), and in compliance with what is established in law 9.433/97.
