WATER DIAGNOSIS OF THE ALTO RIO DAS MORTES RIVER BASIN – MT: THEORETICAL AND METHODOLOGICAL CONTRIBUTION TO PARTICIPATIVE ENVIRONMENTAL MANAGEMENT

The analysis of watersheds is of fundamental importance because water is a natural and essential resource for all species on the planet. In this way, in Brazil, Federal Law nº 9.433/97 is instituted, which characterizes the Hydrographic Basin as a “planning, management and conservation unit”. In this perspective, we question “What are the impacts in relation to the water resources of the Alto Rio das Mortes watershed? Therefore, we seek to expend the water status of the Alto Rio das Mortes-MT watershed, through a water diagnosis with a qualitative and quantitative approach capable of providing the necessary information for modeling. The data for the water diagnosis come from bibliographies of the SCIELO platforms, CAPES journals, Google Scholar, UNEMAT – Repository, database of the websites of the institutions SEMA-MT, ANA, IBGE and INPE. The tabulation and analysis of the data is through the application of the conceptual structure DPSIR (Driving Forces, Pressures, State, Impact, Responses). The partial results of the water diagnosis of the DPSIR structure show “Driving Forces” capable of pressing the main river of the Alto Rio das Mortes-MT watershed, impacting both its water quality and its scenic quality. Thus, the work tends to contribute to the theoretical and methodological framework for Participatory Environmental Management in the Alto Rio das Mortes Watershed-MT, through mitigating propositions for its water status; as well as a contribution to the national plan for water resources (2022-2040), to objectives 6, 14 and 15 of the ODS, and in compliance with what is established in law 9.433/97.
