RESUMO:

Currently, much is discussed about water availability in Brazil, which is an important debate
as population increases and demand for water resources occur - different in each region of the
country. Knowing this, the Hydrographic Basin Committees (CBHs) were created, capable of
bringing together the main users of the hydrographic basin and promoting disputes, assigning
responsibilities and deciding on the main water management actions. This study aimed to
analyze the management and governance actions that operate in the Queima-Pé River
hydrographic sub-basin (SBRQP), located in Tangará da Serra - MT and contained in the
Sepotuba River hydrographic basin, and to evaluate the measures that have been adopted to
avoid the problems of water scarcity that have occurred for several years in the region. A
review was carried out on the national and state water resources policies, as well as on the
local management present in the sub-basin. The methodological procedure for the research
was the case study, consulting the minutes of the CBH Sepotuba, and applying sessions and
semi-structured interviews with actors involved in the discussions and recovery of the
Queima-Pé River. At the end of the research, it was possible to conclude that CBH Sepotuba
was a precursor of projects and actions that ensured improvements in the quality and quantity
of water in the Queima-Pé River basin. However, like the other collegiate bodies, political,
psychological and psychological factors in the relationships between the actors ended up
affecting the commissioner's performance, jeopardizing the achievement of the basin's
management goals.
