RESUMO:

The River Basin Committee of the Affluents of the Left Bank of the Baixo Teles Pires- CBH A4 ME, established through Resolution No. , conservation and use of water resources in the face of agropastoral development in the region, which directly implies population growth, with the emergence of new urban subdivisions, in addition to the hydroelectric plants already installed along the course of the Teles Pires River and industries and small producers who use water to promote their activities. In this bias, decision-making, in view of the discussions already held and necessary to implement the recovery, preservation and conservation of water resources, lacks greater visibility to be given to the committee, since it does not participate in the process of water management when dealing with environmental licensing and grant authorizations, insignificant uses and effluent dilution. In this context, the general objective of the present study is to demonstrate the possibility of consulting the CBH A4 in licensing processes and other activities that use water resources in order to make governance effective. The successful operation of the CBH represents the success in the applicability of the water policy. The legitimacy of their actions is not only conferred by the law itself and by national and state policy, but it can also be conferred by parallel policies implemented at the national, state and municipal levels. As a local water manager, your consultation in licensing processes and other activities can help in conflict management, since such a measure, in addition to strengthening the Committee, which gives it greater responsibility and leadership, guarantees greater interaction between institutions operating in the Basin. Through a bibliographic review, analysis of minutes of meetings, resolutions, internal regulations and other documents produced by CBH A4ME, contemplating the essential themes for quality, for the good performance of its attributions, combined with geopolitical data made available by IBGE, it was proposed to elaboration of a draft - recommendatory note, which recommends to the managing body the hearing/consultation of the CBH in the licensing processes and related activities that use water resources, highlighting the powers and attributions of the Hydrographic Basin Committees as a deliberative and consultative instance, as a democratic instance in the management of conflicts in its domain area.
