RESUMO:

The water governance model in Brazil is integrated by political, economic and social guidelines which, as a consequence, has its use affected, either directly or indirectly, in a quantitative or qualitative way, in the different social levels. Thus determining who the water is directed to, how long it is used and how it is collected, and also what type is appropriate, also determining their right to use, its services and its benefits. Therefore, in this management process, the participation of several sectors is of paramount importance, guaranteeing the multiple uses of the availability of water in adequate quantity and quality. In view of this situation, the National Water Resources Policy, Law No. 9,433, instituted on January 8, 1997 - characterized by establishing the instruments for the management of water resources in the federal domain, decentralizing management decisions, establishing respect for the uses multiples of the waters and thus defining their priorities, the above mentioned guidelines were enforced, creating then the Hydrographic Basin Committees. To these, the management of water resources was given in an integrated manner and with the participation of society. In order to evaluate the proposed actions and the actions developed by the Hydrographic Basin Committees, for the implementation of the Water Resources Management Instruments in the Teles Pires River, as well as to apply Governance indicators with a strategy to verify the different dimensions of Governance implemented by the Water Committees. Hydrographic basin. This work has been carried out objectively, analyzing and evaluating the proposed actions and the actions already developed by the three Teles Pires River Basin Committees. The designation of this work is exploratory, qualitative and descriptive, wishing that, at its conclusion, the Teles Pires River Basin Committees could provide the necessary arguments to promote improvements in the process of implementing the Water Resources Management Instruments in the Rio Teles Saucer. This contribution will be made based on the development of the Swot tool, which aims to identify the advantages and deficiencies within a management project, characterizing the search for the management improvement process with more efficient decision-making.
