RESUMO:

The present study analyses how the process of implantation the Brazilian Sign Language (Libras) took place as a mandatory curricular subject in teacher training courses at the Federal University of Mato Grosso (UFMT), Sinop campus. The aim of the investigation was to learn about the process of implantation the Brazilian Sign Language (Libras) as a subject in the curriculum of undergraduate courses at this higher education institution, identifying the discourses that support disputes over the rights of the deaf, the socio-political actors and their capacities to exercise power in the defence of interest and in the definition of meanings in the space of university. The study was based on the following research questions: how did the Brazilian Sign Language (Libras) implantation process take place as a mandatory curricular subject at the Federal University of Mato Grosso? Who were the actors involved in this process? To what extend has the institutional context conditioned the format of the subject offered at that university? In methodological terms, the approach to the research problem is based on Discourse Analysis, as it allows to perceive the discursive effects in the set of texts which guided the implantation of Brazilian Sign Language (Libras). Such a theoretical choice is justified because it is capable of revealing internal and external power relations to the institution responsible for advances and limitations in the enforcement of social minority rights, as is the case of deaf people. In this regard, the studies of Eni Orlandi and Michael Focault contribute by offering concepts and ideas about discourse, production conditions, controls over the individual, discursive formation and the relations of strength and power. The methodology was based in the case study, in which several data collection and analysis techniques were used, with emphasis on the literature review, the analysis of legislation, the study of internal and official documents of the university and the conduction of semi-structured interviews. Until now, the data collected and analysed demonstrate that the process of implantation of the subject of Brazilian Sign Language (Libras) occurred from two complementary processes: externally, it occurred through federal and international laws establishing the mandatory implantation of the subject in academic curricula; internally, the demand on the part of teachers who identified that the implantation of the Brazilian Sign Language (Libras) subject could occur through a university extension project and research project. These process present approaches and distances in terms of meanings attributed to Brazilian Sign Language (Libras) and the space the subject must occupy in training of students in higher education. In this way, the analyses of meaning disputes reveal clashes in institutional terms, clashes between political-social actors and power relations in the midst of which the question of Brazilian Sign Language (Libras) is placed.
