This thesis integrates the works of the Research Line Study of Social Practices of Language, of the Stricto Sensu Graduate Program in Linguistics at the State University of Mato Grosso – PPGL/UNEMAT/Cáceres. It addresses as its main theme the complex dynamics of public policies in the continuing education system in the state of Mato Grosso, focusing on the technological dimension, during the pandemic, under the understanding of Complex Dynamic Systems and Grounded Theory in Data. The qualitative interpretive research, case study method, aimed to understand how technology was conceived, during the pandemic, in the training plan of the State Department of Education of Mato Grosso - SEDUC-MT, based on the institutional role of training teachers of Portuguese Language of CEFAPROS/COFOR-DREs-MT, to understand the adaptations and the emergence of new models and institutional functioning of the system. In this process, rhizomatic thinking was articulated with Complex thinking in the design of the standards and functioning of the system, over the course of 24 years, from the implementation of CEFAPROS (1998), through the pandemic period to the institution of the DREs (2022). For the study, a theoretical framework was constituted, based on different authors in the field of Education and Language: Morin (2008, 2011, 2020), Larsen Freeman and Cameron (2008); Larsen Freeman (1997, 2017); Paiva (2009); Silva (2003, 2008); Moita Lopes (2010). Glaser and Strauss (2016); Strauss and Corbin (1990); Deleuze and Guattari (1995); Buzato (2006, 2008, 2010); Massip-Bonet (2013); Gatti (2002) among others. In the data production, questionnaires with closed questions were used, applied via Google Forms, to the trainers, in 2020, and, in 2022. In the analytical process, the profile of the trainer teachers was built, in order to reference the categorizations that emerged in the process of open, axial and selective data codification, in particular, of Portuguese language trainers on the technological infrastructure and pedagogical organization of Mato Grosso's continuing education, from the pandemic period until the self-organization of the DREs-MT. In the list of the main categories that emerged from the data with the problematizing questions raised in the thesis, it was verified that CEFAPRO was the stable one, with failures and the DRE the self-organization of the system. The pandemic was not the initial condition, but a point of change in a pattern, a point at which the threshold was crossed, making possible the definitive establishment and implementation of the neoliberal and capitalist political-ideological spectrum, giving rise to new behaviors, among them , the platform for continuing education.
