RESUMO:

The development of reading competence has been a recurrent theme in the teaching-learning process at schools in Mato Grosso. This concern was due to the results of large-scale assessments, which reveal that most Brazilian students do not develop reading skills beyond the most basic level of comprehension. The documents that regulate teaching in Brazil and in the state of Mato Grosso recommend contextualized teaching, guaranteeing at the same time the diversity, plurality and individuality of the students, however, as shown by the indexes presented by the evaluators (PISA/INAF), the students present an index below the performance, mainly, in terms of proficiency in reading. According to the Inep report, in 2008, the students presented a dismal performance, reaching the last place among the participating countries. Statistics from PISA (Program for International Student Assessment) in its most recent edition of 2018, applied in Brazil, reveal: only 2% of students reached levels 5 and 6 of reading proficiency. These are students who understand long texts, know how to deal with abstract and counterintuitive concepts, and differentiate fact from opinion, while the others only know how to identify the general idea of a moderately sized text and find explicit information. Already in 2009, Brazil achieved a significant performance, in which 50% of students managed to reach level 2, which is related to reading activities such as finding information. We understand that these results are still unsatisfactory to form an active and participatory citizen, in a way that reflects on his human condition in society. Therefore, reflecting on these points, we found that the methods previously used were not effective and we emphasize the applicability of an Enunciative Reading Method (MEL), as a pedagogical tool for multidisciplinary work, aiming to become support for Basic Education teachers, in the development of competences that enable, concretely, reading skills in any areas of knowledge. Having as its object the study of texts that circulate in the social spheres of Basic Education students, the corpus will consist of specific texts whose theme is the approach to Culture and Regional/Local History of the municipality of Várzea Grande. The work with texts, in circulation taken as a study, which enunciate their Local Histories and Cultures, as well as their processes of occupation and formation, marks a common place within any schools, since telling these stories, from a semantic perspective enunciative is to signify the identity of the citizens who live in this municipality of Mato Grosso.
