RESUMO:

This thesis, filiated to the research line Studies of discursive processes, in the study of linguistic processes concentration area, has the objective to understand the processes of silencing and the production of meanings in public teaching policies for basic education and in the speeches of advisory services of two frontier municipalit in the western region of the State of Mato Grosso. We launched a look at the textualities of public policies and the speeches collected through the responses to a questionnaire sent to the pedagogical advisory of two municipalities of Cáceres and Porto Esperidião, municipalities that border Bolivia, the locus of the research. We signed up in the scope of the History of Linguistic Ideas, articulated to the Discourse Analysis of a materialist line, formulated by Pêcheux and other researchers, in France, and initially developed by Eni Orlandi, in Brazil, to analyze the corpus, understanding the discourse as a symbolic object that produces meanings. We look at the material for analysis considering the conditions of production of the speeches of the participating subjects, the relationship that the sayings establish with other speeches, especially with the language teaching policies, to observe the discursive process in operation. Ours look at the discourses of the pedagogical advisory seeks to understand the silencing processes, namely, what is said and what is not said, euphemism and interdiction; and, also, the processes of production of meanings with regard to teacher education policies and the actions that serve immigrant students. We noticed in our research that the State produces, through its legislating power, an injunction to interpretation and, when thinking about policies for immigrants, it provokes inequality, as it does not advance when the immigrant enters the school environment, as daily practices in schools do an invisible student in the absence of policies that actually address the language issues imposed at the border.
