This research addresses the theme of Education Privatization based on the study of the Social Impact Contract (CIS) of Fundação Getúlio Vargas (FGV-DIAN), adopted in the state public education network of Mato Grosso from 2021, and has the general objective understand how the Social Impact Contract has been operationalized in the state public education network of Mato Grosso. It is part of the research line: Teacher Training, Pedagogical Policies and Practices of the Postgraduate Program in Education (PPGEdu), at the State University of Mato Grosso - UNEMAT Jane Vanini University Campus, Cáceres/MT. Given the imposed educational context, it is relevant to problematize the privatization process implemented by the State Department of Education (SEDUC-MT) from 2021 onwards. The situation presented reinforces the neoliberal and neoconservative ideals, implemented in the state's public education network, Therefore, we seek to answer the following question: How has the Social Impact Contract signed through the FGV-DIAN consortium with the State Department of Education of Mato Grosso been implemented? This research is bibliographic and documentary, with a qualitative approach, with a critical theoretical-methodological focus, based on historical-dialectic materialism. The primary data were collected on the Transparency Portal, FGV and SEDUC website and the secondary data were collected from academic sources available in the Capes Theses and Dissertation Catalog, the SciELO database, the Revista Brasileira de Educação, and FINEDUCA and official websites of IBGE and TCE with a time frame from 2015 to 2022. The research results indicate that the CIS materialized in the public state network of Mato Grosso is a new form of privatization of education, which reconfigures pedagogical practice within schools, inferring new remodeling both in the teacher's didactic-methodological perspective and in their continued training. The search for better rates in external evaluations was the main objective of this contract. Its goal is to improve the state's IDEB, placing it in 5th place in the national ranking. We also point out that one of the indicators used by CIS in implementing the Structured Education System (SEE) in the state's public education network is the Teaching Learning Process Indicator - IPEA. These criteria are used by FGV-DIAN to measure the quality of teaching and learning in the network's schools for a period of five years. The study shows that the CIS does not present a specific order for this type of bidding in Brazil, and thus seeks its implementation in existing laws such as 8.666/1993. To achieve the Contract in the state, the public administration issued some decrees, ordinances and laws that could support its execution. We emphasize that the financial amount spent by the public authorities for the development of this CIS effective from 2021 to 2026 is R$549,258,043.32. This type of contract is a new administrative instrument used by public authorities in some parts of the world, however there are Brazilian efforts to regulate it.
