RESUMO:

This dissertation is part of the theme of municipalization of elementary education and is linked to the research line Teacher Training, Policies and Pedagogical Practices of the Postgraduate Program in Education at the State University of Mato Grosso, and has as its theme: reordering of the initial years of elementary education and the transfer of responsibilities from the state entity to the municipalities of Mato Grosso, from 2015 to 2022. The general objective of the study is to analyze the process of implementation and implementation of the municipalization policy, configured as resizing and reordering , from the initial years of elementary education in the municipal public education networks of Mato Grosso, in view of adherence to Decree nº 723/2020 GS/SEDUC/MT. The research problem was outlined based on the question: How did the municipalities of Mato Grosso adhere to Decree nº 723/2020 GS/SEDUC/MT and how did the municipalization of the initial years of primary education change the educational offer and the capacity of teaching professionals? This is a research with a qualitative-quantitative, documentary and field approach, carried out in the following institutions and entities: Legislative Assembly of MT, State Department of Education of Mato Grosso (SEDUC-MT), Union of Workers in Public Education of Mato Grosso (SINTEP-MT), Municipal Education Departments of City Halls that adhered to Decree 723/2020/GS/SEDUC/MT. The collection of primary data as documents took place on official websites such as: the transparency portal, Official Gazette of the municipalities, Official Gazette of the State of Mato Grosso, National Institute of Studies and Research Anísio Teixeira (INEP), and questionnaire with semi-open questions applied through Google Forms to municipal managers who adhered to the proposal, as well as a script of semi-structured questions applied to subjects from SEDUC, Legislative Assembly of Mato Grosso, Union of Workers in Public Education of Mato Grosso (SINTEP). The study had as its theoretical source dialectical historical materialism, as a conception of reality and the world, ensuring the principle that reality exists independently of the consciousness we have of it and that, therefore, material conditions determine the consciousness with which we appropriate of this reality. Partial results of the research indicate that from the analysis of documents and responses to the questionnaire, as well as the interview, we evidence that the municipalization policy arising from Decree nº 723/2020 was not discussed, nor was the target audience heard, contradicting the principles the publicity of the facts, causing social, economic and affective disorders in the student life of students and in the professional life of teachers, both in the initial and final years.
