RESUMO:

With the purpose of understanding the financing structure of basic education from the fund policy, presenting the hermeneutic bases of Fundeb and the methodology of application in the Maintenance and Development of Education (MDE), the present research evidences the budgetary impacts produced by the financing of the state education networks of Rondônia and Mato Grosso with emphasis on the applicability and procedures of valorization of teaching professionals carried out between the years of 2019 to 2021, with a view to contributing to the evolution of these policies, comparing advances and setbacks and explaining the relevance of the National Professional Salary Floor (PSPN) in the process of defining teaching careers, having as a primary factor the increase in resources and respectively the educational quality and the predilection of its professionals. Satisfactorily, it compares the reality of Rondônia and Mato Grosso, emphasizing the investments made in the state education networks, highlighting the importance of supervision and social control over the application of public resources, rooted in the data of the Information System on public budget in education (Siope) made available by the National Fund for the Development of Education (FNDE) and in the Management Reports of the competent bodies. This time it was elucidated, with due investigation and analysis, that the financial investments in education in the aforementioned states, to the extent of the availability and indicators found, that no substantial progress was made regarding the financing of applications in MDE and valorization of teaching professionals in the years analyzed, because in line with the data extracted by the transparency tools and publication of the official websites,  This information subsidizes the definition and implementation of financing policies aimed at promoting educational inclusion, equality and of the effectiveness and quality of public education, it was found, despite the stagnation, that the state of Mato Grosso substantially values its teaching professionals in a more adequate way in comparison to the state of Rondônia and that the external control carried out by the State Audit Courts approved with reservations all the accountability presented by the respective managers of the State Secretariats of Education (Seduc),  Such data are publicly accessible, available to any citizen, which strengthens the mechanisms of legal and social control.
