THE NEW FACE OF PRIVATIZATION IN EDUCATION: MAPPING THE ADVANCE OF UNRESTRICTED OUTSOURCING IN THE EDUCATION BUDGET IN THE MUNICIPAL PUBLIC NETWORKS OF MATO GROSSO

The research entitled “The new face of privatization in education: mapping the progress of unrestricted outsourcing in the education budget in the municipal public networks of Mato Grosso” aims to map the processes of unrestricted outsourcing in basic education of municipal networks in the state between the period from 2018 to 2021. In view of the readings carried out and the recent context in which we were inserted, we ask ourselves: How has the advance of privatization materialized in the budgets of municipal public education networks through unrestricted outsourcing? In order to meet the proposed objective and respond to the question raised, we defined as primary sources of data the reports issued by the Information System on Public Budgets in Education (SIOPE) maintained by the National Fund for the Development of Education (FNDE), prepared through the data sent by the counties. Among the reports used are the Summary Budget Execution Report (RREO), Consolidated Revenue Report, Consolidated Expense Report, in addition to the Education Function Report, we also used the expense reports issued by the Portal Radar de Contas Públicas of the Court of Auditors of the State of Mato Grosso (TCE-MT). In order to identify the details of resources allocated by municipal governments to private companies, we consulted the Transparency Portals maintained by the respective federated entities. We seek through the Accounting Manuals applied to public administration to present the main information regarding the elements of expenses that are characterized as processes of outsourcing of personnel. Thus, in order to develop the discussion of the data systematized in the research, we adopted the qualitative methodology with numerical elements as a resource, as we consider the best way to analyze the elements that characterize the outsourcing processes.
