RESUMO:

Agrarian reform beneficiary families, when allocated to a new settlement project face numerous difficulties on guarating their subsistence, making it necessary to reflect on the relationship between land reform and public policies capable of guaranteeing these families’ subsistence and sustainability, throughout family agriculture’s development. Despite of its social and economic importance, the creation of settlements has become a frequent point of discussion, as one of the main responsible for Amazon’s deforestation. Thus, it is necessary to study the dynamics of deforestation and its relationship with the economic exploitation of settlements promoved by the State. This research aims to quantify and evaluate deforestation in settlement project São Pedro, municipality of Paranaíta, State of Mato Grosso, Brazil, in the interval of 22 years, to understand the extent to which agrarian reform policy is related to the growth of deforestation and what are its social, economic and environmental impacts. The study of the evolution of deforestation in the period from 1997 to 2018 was based on comparative analyzes through thematic maps elaborated by means of remote sensing, which made it possible to measure the progress of deforested areas over the years. The results of these analyzes were also compared with data collected from institutions responsible for implementing public policies in the region (INCRA, EMPAER), confirmed in academic publications on the same topic. After classificating and analysing the images, the evolution of deforestation in the territory was verified. In the year of creation, the area consisted of 91.51% of vegetation and only 8.49% of deforested areas. In 2018, the situation is the opposite, 82.73% of the total area is deforested, which is equivalent to 28,869.58 acre, with an average of 1,312.25 acre / year. The highest rates of deforestation are seen in years of release and application of Pronaf resources, which is directly linked to the opening of areas for livestock exploration. The results of the present study allow concluding that the absence or insufficiency of national agricultural policy measures aimed at settled families of agrarian reform has a direct impact on deforestation rates, in addition to limiting the social and economic development of beneficiaries.
