RESUMO:

Abstract: The restoration and recovery of a degraded environment are methods to recover existing environmental damage in a given area by anthropic actions. The legislative evolution in Brazil in the area of Environmental Law only suffered a greater impact after the year 1972, because in Stockholm one of the most important United Nations World Conferences on the environment was held and due to international pressures new directions in Brazilian environmental policy as in 1973, the creation of SEMA - Special Environment Secretariat - specific and institutional body reserved for the management of environmental resources was taken. Legislation is the most effective means of conserving biomes and must also be linked to the necessary actions of the Government, in order to demand from the one who removed the damage recovery. Currently, in all States, a specific supervisory body has been installed with the specific purpose of verifying the damage, assessing the offender and for the subsequent imposition of recovery from environmental damage through area recovery programs, as well as terms of conduct adjustment, in order to restore permanent preservation areas, as well as to restore areas with a legal reserve deficit. The present study analyzed the evolution of environmental protection through legislation in the world and the most important standards in Brazil, with a special study of art. 225 of the 1988 Constitution, as well as bringing concepts from different environments, emergence of the rural environmental registry (CAR) as a method of controlling deforestation, conflict of terminologies between restoration, restoration, recovery and reestablishment of native vegetation and at the end a study on the efficiency of application of standards to reality, that is, making the standard subsumed to the specific case, with survey of studies related to environmental regularization programs (PRA). The research also dealt with the program to produce, conserve and include (PCI) of Sema-MT and, at the end, survey using maps to compare the temporal evolution of deforestation and mapping of restoration areas in the municipalities of Alta Floresta, Carlinda and Paranaita (MT).
